Yes. Set a capacity and nobody can reply Going once the event is full.

Can guests see who else is coming?

You decide. The guest list can be seen by you only, by people who have replied, or by anyone with the link.

Do my guests need an app or an account to reply?

No. They open your link in any browser and tap Going, Maybe or Can't go. There is no app to install and no account to make.
